Peccioli is a small hill town in the province of Pisa. It has also gained international notoriety for a unique experience of public management capable of transforming an environmental emergency related to the presence of a landfill into a local development system built on citizen participation. A company with the municipality as the main partner and a widespread shareholding among the citizens of Peccioli and neighboring municipalities ensured direct management of the landfill, avoiding external infiltration by the underworld and creating widespread control. The “Peccioli System” has given rise to numerous projects for local socio-economic development and to increase services available to citizens, with important local spin-offs. Peccioli’s experience shows how it is possible to use the community management model in public services to nurture citizen involvement in choices relevant to economic, social, and environmental well-being.
